Abstract

In the era of globalization and rapid technological advancement, digitalization has become a transformational phenomenon that influences various aspects of life, including public administration and governance. The rapid development of Information and Communication Technology (ICT) has facilitated communication, accelerated processes, and reduced costs, significantly impacting the structure and processes of bureaucracy. This study is a literature review, with primary data sourced from books and journals published in Indonesia. Ultimately, this research is useful for public policy studies. In Indonesia, the implementation of digitalization in bureaucracy is crucial for realizing an open government, which enhances transparency, accountability, and public participation. The integration of ICT in governance, as outlined in Presidential Regulation No. 82 of 2023, aims to improve public services and make the government more accessible. However, digitalization in bureaucracy also presents challenges, including the digital divide, data security issues, and the need for cultural changes within government institutions. This paper explores how technology can enhance public participation and transparency, as well as the impact of digitalization on bureaucracy within the context of open government.
