Abstract

This research discusses the comparison and analysis between empowerment programs initiated by the government and those undertaken by the community, identifying the strengths and weaknesses of each in the context of social welfare. By exploring the effectiveness of both types of programs, this study aims to provide deeper insights into more effective empowerment strategies for improving community welfare. The research employs a qualitative approach using literature review methods by examining previous studies and other relevant sources. The next step involves comprehensive data analysis to extract meaning from the collected data and abstract it into subtopics to address the research problem formulation. The findings indicate that government programs have advantages in policy and budget support but often face challenges due to bureaucratization and lack of flexibility. Meanwhile, community initiative programs demonstrate strengths in adaptability and high participation, but face constraints related to limited resources and reach. The impact of this research reveals that both programs contribute knowledge about social welfare to the community. In conclusion, both government-initiated and community-initiated empowerment programs equally support the empowerment needed to achieve comprehensive social welfare for society.
